Technology Assistance Grant Eligibility

To be eligible for the grant program, organizations must fit the eligibility criteria.

Eligible nonprofits include, but are not limited to, the following focus areas:

  1. Health, human & social services nonprofits
  2. Civil rights, social action & advocacy groups
  3. Environmental nonprofits
    1. Environmental alliance & advocacy organizations
    2. Wildlife preservation & protection groups
  4. Creative organizations
    1. Arts & humanities councils/agencies
    2. Media, publishing & communications nonprofits
  5. Community organizations & neighborhood development organizations
  6. Education/training organizations
    1. Public and private schools
    2. Educational alliances & advocacy groups
    3. Educational services nonprofits
    4. Vocational counseling and job training nonprofits
  7. Youth development groups
  8. Philanthropy and voluntarism foundations & grant-making foundations with annual budgets of less than $100,000

Ineligible nonprofits include, but are not limited to, the following areas:

  1. Commercial organizations, credit-counseling services, donation middleman services, and organizations that derive the bulk of their revenue from user fees
  2. Organizations that are religious or political in nature are not eligible for the program unless they plan to use the mobile broadband accounts for social welfare, school, or community initiatives.
  3. Membership organizations are not allowed to distribute accounts to their members but these organizations can participate in the program as long as the CLEAR accounts will be for internal use (staff/volunteers).
  4. Hate group organizations are not eligible to purchase accounts from Mobile Citizen.

Grantee Requirements & Responsibilities

  • Grantees are responsible for the reduced-price of $120/year per requested CLEAR from Mobile Citizen account.
  • Because there is a limited amount of CLEAR from Mobile Citizen accounts for this grant program, Mobile Citizen wants to make sure the accounts will be used by the organizations that truly need them, and will use them to meet an immediate need.
  • Coverage is available only in CLEAR coverage areas.  Today, those areas are Chicago, Kansas City, Las Vegas, Philadelphia, Portland/Salem and Salt Lake City.  Grantee organizations and their outreach work should also be in those metro areas.
  • Grantees will be using the CLEAR accounts in their own organization.  Accounts are not to be resold.
  • Grantees should be willing to share their ‘best practices’ with other nonprofits.  Mobile Citizen, together with NTEN, wish to create a community of nonprofits who learn from each other’s experiences with mobile broadband.
  • Public relations outreach is not allowed without Mobile Citizen consent.  Since this program has a public relations component to it, Mobile Citizen will work with grantee organizations to promote the program in a collaborative way after the grants have been awarded.

Grant Terms and Exclusions

  • Grant applicants can request up to a maximum of 25 CLEAR from Mobile Citizen accounts per organization.
  • Grantees are responsible for the reduced-price of $120/year per requested CLEAR from Mobile Citizen accounts. As a part of this grant program, each 12-month account will be extended to 15 months at no additional charge.
  • Grant includes dedicated customer care and NTEN membership.
  • Grant does not include the cost of WiMAX modem or WiMAX-enabled laptop. Grantees can purchase WiMAX modems from Mobile Citizen or they can supply their own. 
  • Grant recipients will be notified of eligibility within four weeks of submitting their application. Mobile broadband service will be activated within 48 hours after order has been placed.
  • Mobile Citizen reserves the right to decline applicants in its sole discretion, even if they meet the criteria.
